Bizagi Modeler scores highest on ease of learning, at 16 of 20. Built on a published notation standard rather than a proprietary one, and free to start, so the first model costs nothing but time. The documentation is unusually detailed and openly published, including a worked example for each simulation level.

Do I need to buy simulation software, or will a free process modeling tool answer my question?
One is the easiest simulation tool in its category and costs several thousand a seat. The other simulates resources and shifts for nothing. Which one your process needs.
Most simulation vendors publish a free edition that never expires. The caps are the wrong thing to compare. What separates them is whether the license permits the work you were planning to do.
